It usually is in an election year or some other news worthy event. After 9/11 it was Osama and Bush. This year its Hillary and Rudy.

Well seeing as how popular president masks are I'd have to go with G-Dub. I don't believe I've ever heard of senators making for popular halloween masks so if that were the case I'd be surprised.
GW Bush would be my guess. Or Cheney. Both are pretty scary if you ask me...
